Can't build Spaceship Parts

I have the most advanced Civilization in the game, and now I just want to build a spaceship. I got the tech, I got the resourses and I wanted to build it - But then, when I pressed on the S button, and went to the Spaceship Screen, I tried to build one of the parts. It said, 'No city may build' - When I had absolutely every resource requierd! Can you guys help me out?

Do you have the Apollo Program built????? It`s a small wonder and without it no spaceship!

Why is not everything in life that simple? Just build an Apollo Program and make my day!

Also make sure you have the Space Race Victory Allowed when you start a game

I noticed winning another victory disables the spaceship build.
e.g. I won diplomatic, unintentionally, and kept playing (one more turn )
and when I built the parts and sent them to the capital, there was no 'send to space' action available.
I did build the apollo program first btw.
Another time I did domination and the same thing happened.
