Can't clear jungle/marsh??

I'm sorry if I am posting duplicate topics mates, but search is disabled and this is the result!

On my current game, for some reason, when my workers are in another civ's territory (that I have ROP with), they cannot clear jungle or marsh. Is this normal? I think they can clear it on my land, but not theirs...I need irragation damnit!

It's normal. You can't 'terraform' tiles in another civ's territory. This was taken out way back in vanilla Civ3 to prevent starvation exploits (building forests).

are you quite sure about that?

At least in my last PTW game (1.27) I was able to irrigate foreign territory.. Otherwise a nice harbor town of mine would have been subject to starvation....

In pre-patch C3C, I irrigated through 2 friendly civs to get irrigation available (about 3 tiles, total). Perhaps jungle/marsh/forest are in a separate category.

You can irrigate and build roads/rrs but i think that is all.

I believe you can irrigate, build roads, and build railroads.
