Can't declare war glitch

I made peace with Siam, Diplomacy log says the treaty ended like 15-25 years ago. He gave me open borders for peace... but for some reason declaring war is greyed out. WTF? How do I attack this guy??

I seriously got so bored waiting I took out the greeks and two city states in the mean time, re positioned all my men along his boarder... still can't declare war ARGH?!

Anyone else thoughts? OR have you seen this?

Probably another bug. These gameplay buys are really frustrating. I don't mind an occasional crash or graphical bug, but something that makes you need to change your entire tactic is really annoying.

I have one at the moment. India is the last guy standing and I have been trying to declare for about 50 turns.

He just attacked one of my CS's and I had forgot to protect.

Almost finished UN and will get a diplomatic win, but I could have taken his capital 50 turns ago

I'm having the same problem in my new Mac version...it's been like 50 turns and I could have taken out China a long time ago. Fairly annoying and I can't figure out a way to work around it.
