Can't declare War?

Huge Map. 34 Civs. I'm on a continent with Washington,Saladin, Shaka and some other clowns. Washington is my northern neighbor as I'm on the coast. Shaka to my east. Saladin to my North west. Any who, Shaka asks me to join him in a trade embargo against Washington. Since GW is a push over and Shaka has been kicking @ss all game I say yes for the boost. Shaka goes to war with GW and is obliterating him. I figure I can jump in for some easy expansion. BUT....GW won't talk to me so I can declare war on him . is this a glitch? Is this even fair? If its not a glitch I would love to have this option next time Gilgamesh shows up on my boarder with his boy toy Ragnar.

try holding down the alt key and clicking on his name....i think this is the shortcut for declaring war

Can't you click on Washington's name in the scoreboard while holding down ALT? That's how I usually declare war (it's just a shortcut).

Or just move your units in his territory. Since you've stopped trading with him and don't have open borders anymore, the game will ask you if you want war.

But getting used to the alt key is better. Once you're used to press alt to declare war on somebody before attacking, you'll never again move your stacks in his territory and then notice nothing happens since you had open borders. That will save you the embarrasment of seeing your stacks back to square one once you've actually declared war.
