Can't disable Quick Combat/Quick Movement

Every time I play civ Quick Combat and Quick Movement are enabled. I can disable them but the very next turn they automatically are enabled again somehow. I have tried disabling mods and starting new games, but it does not help. What could be causing this? It was working fine before. I have all expansions and dlc.

You could try manually changing 'Skips movement animations' and 'Skips combat animations' from 1 to 0 in the UserOptions text file. You can commonly find that file here: "...User Files\Documents\My Games\Sid Meier's Civilization VI\UserOptions.txt"
