Can't end turn or change production.

When game starts at 1 turn there is no command bar. I can only build a city and move units but I can't change production or end turn. Also there is no "demographics" etc.

I tried to reinstall twice but it didn't help. Changing EnableGameCoreThreading = 0 didn't work either.

Please help.
