Can't find "delay city growth" button anymore

I didn't play civ 5 for years, then picked it up for a few months last summer after I started playing Vox Populi. I just started a new game and noticed that the "delay city growth" button no longer appears in top right of city menu when you manually assign workers. I uninstalled Vox Populi, and even in the base game it's no longer there. I looked everywhere I could think to look and was unable to find the button. Anybody know what happened? Do I need to do a fresh install?
