Can't find leaderheads?

This problem has been in my attention for a long time, but it was only now that it has become a problem: when I was looking to see the leaderhead files, only these 17 leaderheads are available:

In addition, there is only 1 file in each of thease leaderheads: eye_shadow.dds! The leaderheads in-game work perfectly, as examplified in this picture:

Where can I find the leaderhead files?

In the main "Assets" folder, you should find a number of files with the suffix "fpk". Use this program to "UnPak"* them and you'll find all the art files there.

* This isn't File -> Open as many people try, but PAK -> UnPak on the menu.
