Can't get newly downloaded MODS to work!

When I download some mods, such as 1492 reefs and weather, Forts version 0.6 or such, I can't play them because they appear as RAR files! UGH!
Can someone help me?

You should put this in Civ 4, this is Civ Rev. Also, it may be better to put these in the mod's topic.
