can't install bts patch 3.17?

A messege pops up which says the setup has detected that no version of Sid meier's Civilization 4 beyond the sword is installed. This update requires a previous version of the application be installed.
I reinstalled the game from its DVDs, but got the same result after reinstallation. Maybe it requires some registry tweak or there is a way to force the patch to install?

are both of these dvd versions? or is one a downloaded one?
also did you patch civ4 prior to installation of BtS?

you should patch it to 1.61 before trying to install BtS...
