Can't lock down tiles properly

Locking down a tile will cause other tiles to unlock, locking specialists seems to make it worse. I always micro my citizens and this was not happening prior to the hotfix.

Is there an enemy unit currently inside the cities radius? Then that's normal. I mean it's still buggy, but it has been like this forever. You could reset it to make it work again, though if the enemies move on a other worked tile the same happens again.
 
I'm not at war, and an enemy unit would be red crossed swords. I can use the tiles by altering the city governor focus. There isn't even a trade route crossing the tile. I think they broke something fixing the more-citizens-than-pop bug mentioned in the hotfix.

Seems to be affecting the city of Rabat only right now, but I saw it in my capital earlier.
 
This can also happen if you reassign tiles to a new city when that tile was actually locked down in the previous city. Alternatively, captured or newly founded cities have a habit of 'stealing' a few tiles from other cities if their working radius overlap. The solution to this would be to just reset the tiles.

In this case, the city of Sale stole the river farm from Rabat. If you reassign the tile to Rabat (but don't assign a worker to it), leave the city screen and then go back into it, you'll see that the river farm is now already being worked and locked down.
 
No, that is not what is happening. If that was what happened, then I could get the tile back by clicking once to get the tile back to that city, and again to force a citizen into the tile. What happens when I force a citizen to the farm next south-east of the city is, instead of getting the lock icon, I get the Roman coin head. If I exit the city screen and come back, the citizen is reallocated by the governor to one of the hills.

I "solved" the problem by resetting my citizens, and it let me lock that tile, but that forced unlock of the truffles tile. I can replicate this, and the truffle is not in range of Sale. Doing that, and changing the governor to science focus lets me get the tiles I want, but this is not normal behavior of any kind.
 
What I see in Rabat is exactly what happens to me when Barbarians move on a locked down tile. The locked down citizen gets moved elsewhere and can't be locked manually at that point (neither where it was moved nor elsewhere). That however fixes itself when the barb/enemy is gone, the original locked down tile then becomes worked and locked again automatically.

Now since the nearby overlapping city of yours is only size two it seems likely that the cause is the settling of that city and it autoclaiming one of the tiles that used to be locked down in the other city.

Working the stolen tile by Rabat again fixes it. You can then re-steal it manually by the other city and both are fine and perfectly locking whichever tiles you want.
Or you could click the city tile of Rabat and reset all locking which also fixes it. But o course you'd have to relock quite a few tiles this way.

There definitely is a bug, but it ain't new :D (doesn't really make it any better^^)
 
No, I don't think it has to do with planting Sale close enough to grab the tile, because it also happened occasionally in my capital and in... that city near the Celts, was it Casablanca? The tile in question near my capital was not in the workable radius of any other city.
 
Still happening in 1.0.3.144. No matter what I do, I can't lock down that farm. There are no other cities in range of this tile.

I assume you've tried switching to food or default focus, and attempting locking again before switching back to production focus. That does sometimes work when I've had this problem.
 
Switching focus doesn't have anything to do with this, so wouldn't fix the problem.

From what I can see in the screenshot, either one of the silver tiles or that un-mined hill once belonged to this city and was switched to one of the other two cities. I suspect it was the eastern silver getting switched to the other city that caused the problem. Even this doesn't really matter.

What matters now, is that you click either the "Reset Tiles" text just above the Buildings section or click the center tile. Clicking either will unlock all tiles and clear this issue. Then you can go lock down all the tiles you want locked without a problem.

Yes, planting any city near enough that even its 3rd ring could work a tile in the 3rd ring of an adjacent city can cause this, if the game decides the new city should be the owner of that tile. If it's a 2nd ring of the new city vs 3rd ring of an older city it'll almost always happen.

Also, if you buy a tile in one city it might be "owned" by an adjacent city instead of the one you bought it from.

If resetting the tiles doesn't clear the issue then and only then is it a bug.
 
I've had this happen before. When a new city is founded nearby or when I capture a city close to my borders, tiles I previously had locked down might get swapped to the other city and bugs the ability to lock tiles on the original city (you click to lock and just get default pop icon not a lock).

What has worked for me to correct the problem is click "Reset Tiles". Exit city screen then re-enter and assign tiles. They lock properly after that in most cases.

In a few cases I had to go to the other city, remove workers from the shared tiles, go back to the first city and "reclaim" the stolen tiles then do the reset/exit/re-enter.

Since I'd starting noticing this minor glitch, I have a habit of unlock tiles in a city if I'm about to settle/conquer one with overlapping borders as a preventative measure to avoid the bug.
