Can't nuke a city?

It's either a bug or a new game mechanic I'm not aware of.
Trying to hit an enemy city with an atomic bomb but there appear to be a magic shield that prevents me from hitting the city and its adjacent tiles. See the range red line:

EDIT: my guess is that Ethiopian machinegunner is the reason...

Don't know when that was added, helpful though. I used to hate accidently DOW the entire map due to nuking blind.

I've peace treaty with them. Can't attack. That must be the cause.

Yep. Happens all the damn time. Overlooked a caravan or a missionary doing their business in a foreign country - bang! You're now at war with three civs instead of one.

Im very wary of making peace if Im at war with several AI's, easily leads to crappy situation like this, or more common vassalage to someone who have peace treaty with me.
