Cant raze a city?

I fought a war with Hannibal and Pacal II and capture 2 of their cities. Later on I left the 2 cities undefended so they re-capture them. After around a hundred turns (Marathon, huge) I decided to finish them off and raze that 2 cities due to poor placement. But WTF? I wasnt given the choice to raze. My culture was dominant in one of the cities (70% Roman vs 29% Mayan) but in the other was 67% Carthage vs 32% Roman). Well I understand that I might not be able to raze that Mayan city but the Carthage one?

No I am sure its on. I razed more cities than I have built

If you've owned it before, maybe you're not given the option of razing it? Some sort of Liberation mechanism so you can't kill your own people or something like that.

So you placed your own cities poorly? This is a most unusual situation but it sounds like UWHabs is right. You probably can't raze cities that you re-capture.
