[TOT] Can't run installer - Win10

I dug up a few of my old Civ discs because I wanted to replay the classics, especially ToT (best Civ game), but I can't seem to even run the installer.

I run SETUP.EXE on the disc
It asks if I want to allow the file to make changes to my computer (admin permissions, as I understand), I say yes.
I get this window:

Then a command prompt comes up with this text:

The last line there then repeats every few seconds in a loop until I close the window.

Does anyone have ideas on how I might solve this?
I've done some searching already, but it doesn't look like anyone else on here has talked about stopthis.now, and a wider internet search was of limited use too.

Thankyou for your suggestions so far.

WineVDM, as suggested by FoxAhead, didn't work for me; same error.
Disabling WineVDM didn't help either, but doing some more searches around this led me to discover that I don't appear to have NTVDM on this computer at all.

I tried this website for another possible path to enabling it, https://learn.microsoft.com/en-us/windows/compatibility/ntvdm-and-16-bit-app-support , but this didn't work either.

If you have any further ideas on how I might resolve this, I'm all ears.

Alternatively, would it work to install the game on a virtual machine then copy the files to the native machine? (and then run the normal patch to get it working on a 64 bit machine)

FoxAhead may have some more ideas but yeah this is the only remaining suggestion I have mate. Installing it on another PC or VM with an older OS and then copying the install across will work. However the official patch won't work as I believe it looks for a registry entry but thankfully there's fan version of the patch that doesn't need it and will work. And judging by the fact some people are posting at CivFanatics about the official ToT patch not working in Win 10 & 11 you may have run into this issue anyway if you'd got past the CD install problem lol!

Last ditch fix is to install from a guest VM to host and then use the ToTPP patch on the host.
