Can't see all the leaders I have contact with

There are some civ leaders I have contact with that I can't see on the foreign advisor screen. I thought I saw a post about a way to see the other civs. Anyone know how to do it, or is this just a bug? There are two empty slots on the foreign advisor screen that bring up the bargaining table for two of the leaders in other slots.

Try clicking Shift-Mouse Button (not sure, think the right one, if it doesn't work try the left ). Then you should be able to choose from the not yet displayed leaders.
