Can't see enough of program window!!!

A friend of mine needs to use a program with a poorly designed GUI. One window has content that is larger than his (LCD) screen at max resolution, and there is no scroll bar! He can't make the window large enough to see what's at the bottom, and he's running Windows , so he can't move the window off the top of the screen and expand it down. Endless fiddling and micromanaging of the window isn't helping. Any tricks that could help?

Alt+space+m, then the arrow keys can move the window.

What kind of res does the LCD have? If it's any less than 1024x768, I'd say it's time for a new monitor, content is really not meant for resolutions smaller than that anymore.

Max res is 1024X768, new monitor not an option.
Both Alt+space+m and Alt+space+s with arrow keys fail, Windows bumps the window back down again. Thanks for advice, though.
