Can't seem to choose number of AI players

I bought the Founders Edition of Civ7 for PC since release. I like it...has it's works but I only expect it to get better. I've been playing Civ since version 1 on my Tandy 1000!

My issue seems to be that I can't control how many AI players are in my game. For the past 3 games, I've specified only 4 AI players, plus myself yet every game has more AI players. I thought the first two times I may have messed up and forgot to set the settings. This last round, I double-checked the game settings and thought I was set. However, once I reached Exploration, there are more AI players on the distant lands continent.

I haven't tried just 1 AI player, though that'll be my next one. Has anyone else seen this? Am I doing something wrong?

I think there is a minimum and maximum number of players based on map size, but the UI doesn't do a very good job of communicating this.

I haven't had an issue choosing the AIs and there is no restriction except a minimum of 1 and a maximum according to the map size

Hm... I've played with only homeland civs twice before. So, it is definitely possible. You are going into the advanced setup and cross out the AIs you don't want to have by clicking on the respective red "X," right? And then you start the game from this advanced setup without going back to the normal setup, and it should work.

A quick way to check is to start a modern age game with just one other player. You should know within a few turns wether there is a second AI or not.

I set up game to start in Antiquity with me and 3 AI - so we are áll in Homeland, fine.
Then comes Exploration age and hey, there are 2 new AI civs appearing - in Distant land...
Can I do something so they don't appear? Or were those two there already in Ant. Age?

Exactly what I was having happen.

I just started a new game with only 4 total civs, me and 3 others. That one worked as expected. But when I did 5 total, it seems to keep adding more!
