Capitulation leads to war?

Something strange happened to me recently and I have no idea if it's a bug or if I'm missing something.

My situation:
I'm playing as the Turks, have defensive pacts with Germany and Vikings (both pleased because they're Muslim) and am currently at war with the Khmer. No fighting happened, they were simply drawn into the conflict as vassal of Rome, which collapsed shortly after.
Now, after some time has passed, the Khmer are willing to make peace, so I do and take some of their gold. Afterwards, I gift them Education, which makes them cautious towards me and willing to become my vassal. Note that they are at peace with everyone in the world now! Still, when I accept, I am immediately at war with both Germany and the Vikings.

What causes this? Or is it simply a bug?

Kind of annoying since I need two more vassals for my UHV and I don't want to piss Germany off ...
 
The only reason I can think of is that they are at war with someone who has defensive pact with Germany and upon vassalizing themselves to you, you end up declaring war automatically on Germany's ally which leads onto them being dragged to war. But even then you would have to declare war or be DOW'd upon to initiate a conflict.

Could you post a screenshot of your diplomacy window?
 
If you get them to capitulate as a vassal then you won't get stuck in a war with anyone. As a vassal when at peace though, probably one of the main reasons that they are willing to become your vassal is that they feel threatened by the vikings and the Germans.
 
Sometimes if I really want a vassal, but isn't prepared for war, I do the following:
1. Save the game
2. Bribe the stronger party (parties) to make peace with my potential vassal, usually with a tech
3. Revisit the potential vassal to see if they still want me as a master (sometimes when the threat is gone, they no longer want to). If not, I reload and declare war against that vassal, and capitulate him before the stronger parties do; or just go hunt for another vassal.
 
I noticed that my title is confusing ... it was no capitulation, but a peace treaty followed by vassalization.

Another question ... I played on until 1700 AD, but didn't get the "3 cities in Balkans, Black Sea and Mesopotamia" UHV condition ... still I seem to have sufficient cities in each of the areas shown in the atlas (Dirac, Atina and Istanbul for Balkans; Istanbul, Sinop and Tushpa for the Black Sea and Sur, Ninova and Kuveyt for Mesopotamia).

Does Istanbul itself not count? Or is it Kuveyt? It seems Rhye won't let me win Turkey ;)
 
You'll notice that Khmer has lost contact with Vikings but must still have been at war with them. When you vassalized the Khmer, you declared war on the Vikings, leading to Germany to declare on you due to its pact with the Vikings.

:D And I thought the game counted Turkey Khmer's "ally" before suing for peace.

I would like changes in the embassy system. For reasons like this.
