    lurker's comment: All the loans I have noticed being called in so far are loans that I actually took out. The only big lenders were Brazil, Argentina and Vinland though.

    Riksdagshuset, Haraldsholm, Kongo Imperial Province, Kongo:

    Riksdagsledamot Karl Solberg slowly removed his glasses, closed his eyes, and rubbed the space between them. Not even half past ten in the morning and he already had a pounding headache. The Riksdag tended to do that to people. Between all the long, airy speeches and shouting matches, it was a wonder any legislature ever passed under the great dome of the Riksdagshuset. Solberg reached for his glass of water, but he was interrupted when a senator with a rather large midsection and a balding head began to violently curse at the meek mouse-like Liberal senator who was currently talking at the podium. Even though Solberg was sitting far back on one of the last benches in the hall, he could still see the red veins on the head of the fat Kolonial. Poor man, thought Solberg, but really, what did he expect to happen? As the rebellions in the east grew more and more violent, the Kolonial senators paralleled the same ferocity in their rhetoric and behavior against the Liberals. Solberg couldn’t even remember what the Liberal had been campaigning for, something about aid money for fishermen in Västafrika, though it hardly mattered. Soon the whole room erupted into what seemed to Solberg like an elementary school shouting match. While he was a member of the Nationell förtrupp parti [National Vanguard Party] when it came time to vote, he couldn’t help but feel for the poor man who was now the subject of taunts and pencils that were thrown at him. Even Chancellor Eklund was growing irritated, his usually pale complexion growing redder by the minute.

    Solberg once again leaned back into his chair and shut his eyes. His headache seemed to grow stronger and stronger, as if one of the Afrikan witchdoctors from his childhood ghost stories was pounding a nail into a voodoo doll in Solberg’s likeness. As the migraine reached its climax, the noise abruptly stopped. Startled, Solberg suddenly jerked forward to investigate. He saw the senators in the back rows standing up and craning their necks to get a view of what was happening on the floor. As he joined them, a glimpsed a peak at what appeared to be leopard fur. No, it can’t be… thought Solberg, it can’t be…

    As the figure in the leopard cape and his entourage made their way to the podium, the assembled senators still seated rose to their feet. Even the stoic Ekland got up. The small Liberal, cowering at the podium, bowed quickly and ran back to his seat. Only the fat Kolonial remained vocal, still shouting at the miniscule man, oblivious of the change in atmosphere. Ekland took the podium and coughed. The riksdagman looked up, saw the Riksdag’s esteemed guest and his face changed from blood red to snow white as he nearly jumped to sit back down in his seat.

    Ekland again cleared his throat and began to speak: “Riksdagsmän, it is my honor and my privilege to introduce our esteemed guest, our Majesty. Gentlemen, Emperor Harald III!” The hall burst into applause and cheers of “Länge leve kejsaren!” Ekland bowed to the man wearing the leopard fur and walked back to his seat as the man took the podium. Now Solberg could get a good view of the young king. Though he was only 15 years old, he already resembled his late father. His blond hair and stormy blue eyes revealed his royal Scandinavian blood. Solberg was reminded of the famous story of the child-emperor known to every Scandinavian. On a royal hunting trip with his father, Harald and one of his accompaniers got lost in the jungle. After searching for them for hours, the group finally stumbled upon the two in a cave, the royal guard unconscious. Lying before them was the carcass of a large male leopard. Word spread across the world of the child-prince who had slain the beast and saved his friend. From then on, Harald III was known as the Leopard Prince – now the Leopard King – and had taken to wear a leopard sash over his army uniform when in public.

    Harald looked around the room from the podium. As the blue eyes passed over him, Solberg couldn’t help but feel like the Leopard King was seeing into him somehow. Solberg shivered. Flanking the Emperor were two royal guards. One was the man Harald had saved all those years ago. Sigvard Mattsson was his name, and he came from a famous line of Scandinavian warriors. The other was also famous but for other reasons. Named Django Hövding, he was the son of a Kongolese chieftain and the first black royal guard in Scandinavian history. His father had been a loyal friend to Harald’s father. He had died saving Harald II’s life – he had dived for a poisoned arrow bound for Harald II’s heart. To repay his debt to the valiant Afrikan chief, the emperor had allowed the chief’s young orphaned son to grow up in the royal palace. He had even paid for his education, which was given to him by German Lutheran priests. From these teachers he had received his name, Django, and his lack of mercy in battle. Django grew up as the Leopard Prince’s protector, and was well known for his ferocity and undying loyalty for the little boy and royal family as a whole.

    Solberg was returned to reality when the Emperor began to speak.
    “Thank you, Chancellor Ekland, for the warm welcome,” began Harald. “I understand that it is against tradition for one young as I to interfere with the noble task of the Riksdag, but I am here nonetheless.” Indeed, it was odd for him to be there. In fact, Solberg could see some of the riksdagsmän grow uncomfortable.
    “I am here because my father, Heaven bless his memory, made me pledge on his deathbed that I would do anything I could to protect our nation. Therefore, I am here now.

    “As Emperor of the Scandinavian Empire, with all of the powers granted to me by God, I shall let my imperial will be known: the Scandinavian Empire, if we wish to survive, must begin diplomatic talks with the Afrikan rebels and mercenary pirates—” As Harald said this, riksdagsmän, who had previously held their tongues out of respect, began to roar in protest. The Leopard King kept his head high and eyes strong as he waited for the wave of anger to die down. As it did, he began again: “Noble riksdagsmän, this is not a matter of our imperial integrity or honor anymore. If these wars continue any longer, there will not be an Empire at all. In collaboration with Chancellor Ekland, we hope to begin to write treaties to these rebel states, and to be sending diplomatic missions out shortly. However, for this to happen, we need your majority vote. For the sake of our Empire and your own lives, do not let me, or my late father the Emperor, down.” Harald finished speaking, took one last look around, shook Ekland’s hand, and walked out. His guards followed shortly. Harald was escorted out by a combination of cheers and clapping from the Liberals and Vanguards while the Kolonials either sat in stunned silence or mumbled among themselves. Whatever happened next, thought Solberg, everything is different now…

    My apologies for the lack of activity. I got caught up in watching House of Cards on Netflix, and boy does time fly. Highly recommend it to anyone else.

    @Lord of Elves: Actually the leader of Mozambique is a local using a Scandinavian surname. It can happen. Furthermore, Mozambique is a name that predates any Scandinavian settlement, even in this timeline, therefore it is perfectly acceptable for a rebellious movement to discard the old name.

    Regarding International Law: There has in fact been a number of conferences regarding this, and various noble attempts too. There are some treaties governing things, but unfortunately, we have yet to have anything like those we would consider to be "international law" today in OTL. Perhaps that is something that could be worked on to an extent.
