We would not look well well to this Rivera Scheme, given the current standing of the Treaty of Managua, which still gives us ownership of the construction rights to a canal that crosses from the Caribbean Sea to the Pacific Ocean, as well as giving our merchants tariff-free trade, among other things. You should also remember our current ownership of the San Juan Base and San Jorge Base, at the mouth of the San Juan River and at the EUNA's western coast, which are regarded as Spanish territory. Also, your casting away of already present and efficient Spanish transport companies is not acceptable.

On March 2nd of the Year of Our Lord of 1844, the Empire of Holy Spain and the United States of America, both nations sign the following treaty and undertake to follow it:
  • No reparations shall be paid by either side.
  • The former Aztec Empire will be divided in two, with the northern half being given to the United States of America to do as they want, and the southern half for the Empire of Holy Spain, with a border to be determined at a later time.
  • Spain will use its influence over the Catholic population in the northern Aztec Empire to get them to stop resisting against the United States. Spain is willing to accept them into its half of the territory.
  • Spain and the United States sign an agreement to accept territorial holdings as of the moment of the end of the war against the Aztec Empire, and not to attack or act against each other for a period of at least ten years.

We are very well aware of the terms of the Treaty of Managua. As such, we must point you to Clause IV of the Treaty;
The USNS gives the EHS sole rights to the construction of a canal communicating the Caribbean Sea and the Pacific Ocean using the San Juan River and Lake Nicaragua as starting points.
The Rivera Transport Scheme is not the construction of a Canal. It is the construction of a more efficient transportation route in lieu of an as of yet unbuilt Canal - after all, if we cannot have a canal just yet, we may as well speed up transport until it is built. The current route does not even follow the same course as the planned Canal - the Rivera Scheme terminates on its pacific coast at San Juan del Sur, as opposed to San Jorge. Nor does the Treaty of Managua forbid us from offering tarriff free status to any other nations. As such, it is perfectly within the terms of the Treaty of Managua, and I challenge you to find anything in said treaty contradicting this.

That said, we would also appreciate it if you put pressure on your countrymen to cooperate with the New Spanish government. Spanish businesses will have full use of the constructed trade route, just like all others, and it would be helpful for both of us if they accepted this and withdrew their obstructionist legal actions. Until payment is made for the loss of our military vessels, any and all Argentine merchant ships north of Uruguay will be boarded and investigated as a threat to the safety of the Empire. Unless those responsible are in the military, we have no problem having the guilty parties judged under Swedish law, as they would likely receive the same punishment in the United States, that being a capital punishment. If they're in the military, we believe that a court martial would be in order before turning them over to Swedish authorities, as we do not take too kindly to rogue officers creating diplomatic incidents. If Sweden is not satisfied with the sentence from the resulting court martial, they may then be tried under Swedish law.

All of us are involved, in one way or another, in the most recent crisis between Brazil and Argentina.

Before this blows out of proportion, perhaps it would be better if this matter was discussed with calm words instead of angry threats.

While it is true that Brazil should not have taken their ships so near to Argentina's capital, it is also true that Argentina could have first warned the Brazilian ships before shooting at them.

We know that the similarities between this crisis and the one that affected both Spain and Hungary just a few years ago are many. However, here both nations acted too aggresively, instead of just one of the sides, so perhaps there might be a way to satisfy both sides of the argument.

Perhaps, if Argentina were to give Brazil one Fourth Rate ship, and Brazil were to apologize for entering Argentinian waters, this matter could be solved easily.

We are delighted to announce that we have reached an alliance with the Kingdoms of Austria and Bavaria, that we may now and forever defend each other's interests against all those who oppose them.
