Tennessee Joint Resolution 22: Standardization of Weights and Measures

WHEREAS the present "Imperial" system of weights and measures is difficult and confusing;

WHEREAS the present system is furthermore both illogical and counterrevolutionary, deriving from the body parts of kings as opposed to from any form of objective reality;

BE IT RESOLVED that the citizens of the American proletarist republics reject utterly this obsolete system of weights and measures.

Thus, this committee ACCEPTS the proposal of George Washington Carver, to adopt his metric system, defining all standard units of weight and measure from the basic units of length, mass, and time.

Let this metric system be a system of measurement for all people, for all time.

The Spanish Constitution of 1919

Legislation, Congress, and the Rights of the Empire
i) The Emperor of Spain and the Prime Minister of Spain shall be the joint titular heads of state of the Empire of Spain, in an equal state of cooperation.
ii) The governing of Spain shall be left to the Prime Minister, who may appoint a cabinet to head the executive, who shall be elected from the ranks of the Congress.
iii) The Emperor may excercise his veto over the Prime Minister's election. In the event that Congress and Emperor cannot agree on a Prime Minister, after three votes for a Prime Minister by the Congress, the Emperor may appoint a politician of his choosing to the post, though they must be approved by a majority vote of the Congress.
iv) The representatives of the Congress are elected, one each from every voting district in Spain, by first-past-the-post style voting - that is, the person with the largest amounts of votes in a district is that district's representative.
v) The Congress is granted the right to propose and pass legislation, which must be signed into law by the Emperor and the Prime Minister.
vi) The Emperor has the right to veto any piece of legislation he so wishes, or to not sign it into legislation. His veto may be blocked if 75% of Congress votes in favour.
vii) The Emperor has the right to propose legislation to be voted upon by the Congress
viii) Any document of foreign policy must be passed by the Congress, and signed into law by both the Prime Minister and the Emperor.
ix) The Emperor has the right to veto any foreign policy bill he chooses, unless 75% of Congress votes in favour.
x) The title of Emperor of Spain, with all its attendant rights, responsibilities, and powers, shall be beholden in perpetuity to the direct line descendants of the current Emperor Phillip X, of the House of Trastamara.
xi) Elections are to be held every 5 years, starting from 1922.
xii) An exception is made for 1919, in which an election will be held.

The Colonies
xiii) The Empire has full rule over the colonies, until such time as they give them away.
xiv) The Empire may grant self-government to the colonies, by bill passed in the Congress, permitting them their own Viceroyal government in the manner of Egypt or North Africa.
xv) Self-government may only be granted with the consent of the Emperor, unless he is overridden by 75% of the Congress in vote.
xvi) Self-government may be taken away by the Congress, with the approval of the Emperor, unless his veto is overridden by 75% of the Congress in Vote.

Miscellaneous
xvii) Those involved in the Second Spanish Civil War of 1916-1919 are immune from prosecution for their actions during the Civil War.
xviii) The noble titles and land grants are to be respected by all future governments of the Empire.
xix) The voting method of the Empire is expanded to direct universal suffrage.
xx) The Traditional Proletarist parties of the Empire of Spain are banned forevermore, as they seek to destroy the Empire.
xxi) The Social Proletarist parties of the Empire of Spain are granted explicit legal protection from clause xx, and are allowed to operate freely forevermore.
xxii) The Emperor shall retain his title as titular head of the United Principalities of India, with all rights and responsibilities involved therein, with the Congress taking up their roles required in the Bombay Accords.

DEBATE RAISED WITH PERUVIAN HOUSING PROGRAM. Lima, Peru. The government of Peru has embarked on a new policy this year, establishing free housing for immigrants, starting with those who had arrived from China last year. They have allowed Argentine inspectors to view the housing, which while basic, does provide for most average needs. The housing is not solely meant for the Chinese, however, being open to immigrants as well as temporary homes. The program has met with tremendous backlash from within the Prime Minister's own political party, causing a growing split within the Party of Order. With businesses and landowners outraged with the new free housing policy, the ruling party of Peru seems close to falling apart. It seems more and more likely that the Liberal Party could very well take advantage of this shift in next year's elections. (-1 Stability)

Argentina is glad that the Peruvian housing does meet average needs. The destabilizing effect of this taxpayer-bought "free" housing worries us. Peru just helped remove the insanity of traditional proletarism from the continent; there is no need to become them.

We are thankful and appreciate your ongoing cooperation in pacifying Ecuador, but we were aghast as we learned of your move leasing the Galapagos Islands to Japan. Your friendly attitude to our nation is known, but we are not sure about Japan's intentions at all. So our allies worry not without reason.

But, to make it clear, Colombia opposes any hostile actions in this matter and will not take part in them, unless Colombian sovereignty itself is in danger. Thus we repeat our willingness to hold negotiations and ask any party not to react hastily, as a calm mind makes the best decisions.

Argentina is glad that this crisis has been resolved so quickly. Japan is nation whose motivations are dubious to us, and having a permanent naval base in the Galapagos would serve no defensive purpose. Like Brazil, we too decry attempts to cajole monies from Colombia, who is not Japan's debtor.

OCC: You know for a minute I was glad that the Metric System wasn't instigated by the French, but now I can't remember how much interaction George Carver had with Cajun communities. That said, the metric system is still technically arbitrary, but most of the world uses it :P The way it was defined ATL in 1790 was alright (1⁄10,000,000 part of the quarter of a meridian, measurement by Delambre and Mechain), but when you look how it is defined now (the distance light travels in a vacuum in 3.3356409519815204957557671447492e-9 seconds), it makes me cringe a little when I think that we're justifying 1/10,000,000 part of a quarter of a meridian by redefining it in terms of the speed of light. On the other hand, I do understand the practical reasoning for keeping it, but there's the part of me that would've liked it defined as something more elegant, like 1e-9 the speed of light in a vacuum, which would be just slightly shorter than one international foot.

While We disagree with the government's housing program your labeling it proletarist is ridiculous. It was a liberal action that the fair contenders (the Liberal Party) for Peruvian government would approve of, and a one-time program in order to disperse the Chinese population for rapid assimilation. As for the Peruvian army, Brazil made it very clear in those negotiations where it threatened to wage multiple forms of strategic warfare against Peru's population over a naval base, that Argentina sent them plans on how exactly to invade Peru before Brazil had even formulated any maps itself, and we note that Argentina did so before calling on Peru directly or even thanking us for showing your inspectors around freely.
Perez was right about Argentina the first time after all. It is no surprise that a world respectful of the UK, and forced to defer to Brazil will have no time left over for Argentina. At least Brazil tells the truth.
Hopefully the population and the liberal party will believe us when the ambassadors turn over the negotiation logs to them, if not Argentina and Brazil's lies may gain power over my people, whose will to whom We ultimately defer. If the new government is liberal We will advise it to trade and align with the United Kingdom (if they accept us of course), or if they demand that we trade with a large power within the continent We will advise a liberal government to approach Brazil before Argentina. They will not try to turn our backs.

OOC: This is all IC of course, no hard feelings, except from King Juan (and any offspring he manages to convince). ;) Also, when (and if (well, that's quite likely now)) the liberal party wins they will be roleplayed correctly, of course. At any rate Juan I will not veto a civilian government's inclinations, only strongly advise.

OOC: George Washington Carver, IIRC, had no interaction with Cajun communities, and in this universe the only Cajuns are immigrants from Burgundy ;)

You know what's worse than the meter problem, though? The standard kilogram is losing mass, and we have no idea why.

I can see why we're referencing it to the speed of light in a vacuum--so anybody can calibrate their meter sticks without an expensive trip to Paris--but the kilogram is still a chunk of metal in a glass case.

I thank you for the advice, however I must insist I am no Philip X. I should not have let my opinions be known in public as in my above statement, but I will never go beyond my advisory position as shown quite clearly in my above statement.
Soon, if victorious, a liberal government may choose to approach London and/or Rio with a proposal to realign, I will not oppose either measure, only give my opinion to the ministers in private. I will not even oppose any agreements such a government may wish to conduct with Argentina, however I will never travel to Argentina or meet with Argentine diplomats, that is my personal choice.
At any rate your words ring true. I will withdraw from international diplomacy, and focus on my job as an advisor and monarch.

1916: Failed federal amphibious offensive on New Barcelona. The number of proletarists brigades rise, while Federal numbers fall, western Pennsylvania falls to Appalachia.
1917: Recruitment stalls to finance Freedman's Cadre design and production, but provides valuable intelligence within ATA territory at a relatively exorbitant cost. Federal amphibious offensive on Mississippi's capital fails, but a land offensive retakes western Pennsylvania and pushes back Mississippi and Tennessee marginally as well. The proletarist gain and USA loss in regular forces is reset as well.
1918: This year was 1916's USA territorial loss writ large in East Florida at the 1915 ideological faction casualty rates of the bayou campaign in West Florida, with a sideorder of 1917 special forces design and production on the proletarist side raising the effectiveness of the offensive as the increasing numbers and firepower and efficiency of Appalachian artillery and conscripts and Tennessee special forces stiffen a rising tide of proletarist scrubs giving both a limited infusion of regular quality and a rising amount of quantity-derived quality to the non-Appalachian proletarists. Federal forces have risen slightly, whereas income has fallen, while on the proletarist side both have risen substantially. ATA reform costs the nation 2 stability points and nearly 3 years worth of production, not counting their casualties (summing it up to roughly 3.5 - the year's production, thus knocking their army back to June-July 1914), made worse by the networks established in 1917. Tennessee looks increasingly well placed for a doctrinal modernization, whereas Federal 1912 continues to be a very well trained and mobile millstone around the necks of the ATA and USA, preventing them from losing more of their plentiful MP in individual battles, but restricting their numbers to a fraction of any other modern doctrine, with the exception of excellent cavalry.
Conclusion: Without the foreign blockades of supplies the evening out of international support by the unprecedented hustle of aid from the unknown supporting state as blockade fleets depearted for Europe has cemented the position of the proletarists, the increased amount of breathing room should at the very least now be able to put the full remainder of their existing adult male population in the field to the bitter end if necessary, though additional manpower made available in the 1910 census may be a challenge to spend in time if immigration from former slave states is as high as expected. However a reestablishment of the blockade is a likely result, and as foreign intervention dwindles foreign subsidies to the USA rise inversely. As always, the proletarists continue to be torn between subsidies from the mysterious proletarist sympathizing state and political reform.

OOC: I don't think Florida has like 200100+ EPs to give in one round suddenly (hasn't had that amount of reserves since I joined), with the amount of EPs they spend each year fluctuating with the expected strength of the naval blockade (see EQ's comment to CD that not all support made it through in 1913 or 1914, I'm not sure which (and they got much less in the following years and seemingly nothing in 1917)), and they received such aid before they made peace with Florida... I'm pretty sure it's the other proletarist state that's been caught funding violence everywhere else.
Plus Florida wanted them to become Republics.
