Capturing techs?

Folks, can someone remind me whether this is possible or not.

If I capture a city of a civilization with a higher level of tech, do I get to capture one of their techs? I remember it used to be like this in Civ II, but don't recall seeing it in Civ 4.

Nope. At best they might give you a tech as part of a peace treaty.
