Will changing carriers role to naval Transport convince the AI to build them? Just trying to make myself a more realistic mod.

That would work, but it is just a mod, not a scenario. And the AI usually loses its carriers after a while, so I want them to build more.

You need to change the slot for carrier. AI never builds any unit in carrier slot regardless its stats or role. Change it to unit what you don't want that AI builds.
