As you are discussing human player actions against other human players, It would be better, if you continued this discussion in that forum/thread.

Then, if an agreement was reached on proposed changes - post your agreed ideas for changes in this thread. So others could comment if they wanted to.

Only being allowed to sell to the bank would, if translated to C2C, mean that one has to give away ones nation to the AI when retiring.
Only being able to sell to the Bank is a rule in the original Monopoly. Just like moving clockwise around the board is a rule. There is no rule in C2C about who you can or can't give your nation away to.

If you agree on extra rules before you play then that is fine but if the rules allow something then it is fair to do it, and in war all is fair unless you have some codes of conduct against it eg Geneva Conventions or "The Articles of War" in Europe during the Feudal Era.

So your answer is: "If you were designing a monopoly video game, you would not have any rules in the game that stopped players from giving away all their assets to another player"; or am I interpreting your, not so clear, answers wrong?
 
I wanted to add some anti pollution component to the Aesthetic Tradition promotion which got me thinking. Currently while pollution spreads from a city to the surrounding plots it does not have much affect and there is no visual affect at all. Also we have two types of smog (both disease related), radioactive fallout and slimy coast.

The question is can we use these in some way to affect the yield of plots when pollution gets to high and use the workers to clean them up.

BtW - @TB how are the build ups getting their property information in the pedia? I tried using adding some pollution values to the Aesthetic Tradition promotion but it is not showing up.

Do you automatically get citizens to distribute to random things you want your city to produce now? I have a free roaming citizen at pop 5 ...and all all 5 plots in the radius are being used.

You get free specialists with positive education levels. Does that answer your question?
 
I have some idea about Developing Leaders. There was some attempt to make particular traits to develop (I remember a screen with something like "Philosophical 21%" or so). I guess it may be done in a similar way like policies in Civ V: to split culture levels needed to upgrade traits and after they are achieved, one could decide if he wants to develop selected trait or pick a new one (undevelopped). In Civ V this is done in such a way: opening a policy - upgrading along a policy-specific tree with unique bonuses - finishing it with a bonus for finishing the trait. I would suggest to study the way it is done in the Community Patch (Vox Populi) - it seems to be the most balanced.
 
I'm not sure how Civ V or VI does anything but when tiered traits are in place, you'll get development options to either continue to further a trait you have or develop a new one so long as you also tech qualify for a higher level of the trait. There are 3 planned trait levels for each trait.
 
So this is a bit similar: in Civ V higher levels of any policy have no tech requirement but some traits require to enter certain era (Medieval or Renaissance, standard game) or to finish a trait from an earlier one (Community Patch). Moreover, if a player built enough factories (no mod) or completed 3 traits (CP), he may choose so called ideology (IIRC Freedom, Autocracy or Order), which gives some extra focused bonuses and also may be developped.

OFF TOPIC:
all u need to do is in "windows" click on the start button, and there is a tool called "snipping tool", its easy as pie, and i use it all the time . .once u use it just select "new" and u choose what u want . .
