Celtic UB, Dun, Not giving Guerilla I promotions

So building the dun does not give Geurilla I promotions to the units built in the city with the Dun. Anyone else getting this?

It only gives the promotion to units that are capable of getting that promotion. If you build, for example, an Axeman, they won't get it. An Archer should.
