Sheesh! I just convert the BMP's to a civ unit style palette (usually "borrowed" from another unit with similar colors), then use the ol' batch conversion tool in PSP to convert all the files to PCX format. It's a lot simpler, really. (Oh BTW, I create a blank filmstrip storyboard that has the same animation name with Flicster first, then when I batch convert all the filmstrip BMP's that SBB generated, the original blank PCX files are overwritten by the converted BMP's. All I then have to do is open FLICster, load the storyboard I generated, and export the finished animation to FLC format.)
