Chances of using all 36 city tiles...?

I doubt it's possible, but it'd be interesting to see what one looks like.

It would be awesome, though. :)
 
There's no reason why it can't be done. It won't be practical of course, but it will be possible.
 
Well you need a lot of
1. Culture in that city/Nearby or Gold (in general)
2. Food in that city

To get to 36 pop fast and you need
3. Happiness
to get there at all.

Of course you also need to find a city where none of the 36 spots are Mountain or Ice.
 
India + surrounded by perfect farmland + late game techs = most likely

How useful the city is, is another question all together.
 
Yeah, India will definitely be your best bet here. That said, I wonder if India might be one of the best options for a cultural victory. Since social policies cost more for each additional city, India would excel in grabbing a cultural victory quickly.

Except population doesn't produce Culture. (except specialists which are limited by Buildings)
Buildings produce Culture... and your # of Buildings is limited by your # of Cities
Wonders also produce Culture.

India would make a good Teching civ. A 36 pop city would get significant amounts of science.
 
It would get a lot easier if you build Angkor Wat and the Sistine Chapel.
Angkor Wat

reduces the cost of aquiring cultural tiles by 50% in all cities.

Sistine Chapel

adds 33% to culture in all cities
 
I'm used to settling cities so that there is no overlap whatsoever in the borders...

Now that there is a lot more possibilities as to the tiles a city can work, does this mean I'll want to put my cities closer together?

There is an achievement called Bollywood which is to win a culture game as India using only 3 cities :)

No, this is slightly inaccurate. Yes more cities let you build more culture buildings, but each new city also increases your social policy culture costs by 30%. So more cities will actually slow down your culture progress, making India the best suited Civ for a culture win with fewer larger cities, less culture penalty, and good happiness, tech, and production.
 
Do you really need a population of the same size as the number of tiles your city can work?

I thought you could aim for a 36 tile city, as long as you had enough gold or culture to get those tiles. Even if your workers only work a few of the tiles.
 
Definite possibility in the late-game, I'm sure, since you'll likely be up to your eyeballs in gold (so you can buy off tiles) and no doubt will have plenty of culture per turn as well. However, it seems unlikely that all 36 squares will be worth improving on, but I don't know exactly what the yields are for every terrain type (i.e. are deserts and tundra not dead spaces in CiV like they were in CivIV?). I haven't seen any cities with sizes over 18 or 19 in screenshots and videos, has anyone seen anything bigger?
 
In the live stream greg said, look a 17 city, thats huge. So looks like reaching 20 is already hard
 
I very much get the impression the extra ring is to increase strategic options rather than increase city size in general
 
I think it will certainly possible to get rediculously giant cities like that, but mainly it will just be for extra workable territory. More choice means, you dopn't have to be as picky when placing cities, just pop em anywhere.
 
So chances are, for workable tiles, two hexes (i.e., 6+12) should be enough if you have decent starting areas. That last ring of hexes (i.e., the final 18) is just if you have poor-to-moderate hexes about, or to claim more territory (which still has to be claimed by culture or gold).
 
The outer ring, is bascially so you can put cities closer together, there isn't over lapping problem because you can expand in a different direction. Or it can also be used for a high food and culture city, so that it can become literally massive.
