Changes to Appeal?

Can't figure out why the appeal for some of the tiles for St. Petersburg remains 0 "Average" despite easily being +9 "Breathtaking" with all the appeal modifiers. I used to be able to spam national parks for fun but I can't do it anymore thanks to this.

No those tiles don't belong to another city, it's a maxed out 5 tile radius capital.

I have the appeal modifiers from the Eiffel Tower (2), Alvar Aalto (+1) x2 and Charles Correa (+2) x 2.

The second growth, Forested Hill is adjacent to a Wonder, 2 Mountains and 3 other second growth forests, all of which belong to St. Petersburg. How is it still "Average"?

Did they make changes such that appeal modifiers only work within the 3 Tiles Workable radius of the city or something? I'm pretty sure that wasn't the case in Vanilla.

Or on a side note do appeal modifiers like the Eiffel Tower only affect existing tiles and not future tiles?

Do second-growth forests no longer modify appeal?

I saw a weird picture like this before, it appears there's a bug with appeal on occasion where it's 0 even though it shouldn't be.
 
Ive had similar experiences as well: it seems that indeed tiles that are not 3 tiles from a city center you own have Average (0) Appeal, regardless of the modifiers. I dont think either that this has always been the case.
 
Generals can be useless, I'd like to see them be used as de facto governors who increase loyalty, would make lots of sense!

I suspected that too but this tile seems to be behaving normally even though it's on the 5th tile:

That particular tile seems to be within three tiles from Yakutsk, even though St. Petersburg to which it belongs to is further away.
 
What about the tile on the left, SE of the Uranium?

Nope I double checked that. That tile (Hilled Forest right Northeast to Jade) is not within Yakutsk's first ring which automatically relinquishes control of city tiles and I only found Yakutsk after I made sure St. Petersburg had maxed out its city radius. The tile also shows up with the "swap" icon which proves it belongs to St. Petersburg.

I've made parks (partly) outside the three rings before, this looks like some sort of bug.

Ive built before RF as well. However, Ive been unable to build Chemamulls on such tiles.

Looks to me like @Temppu is right; notice the clean rings of green around your cities.

This has not been the case for me.

Is it possible tiles 'flip' back to 0 if they get too high?

I'd say, take a look at that last screenshot.

Mystery solved yes the proximity of other cities is required for the Appeal Modifiers to actually count which is very bad design. (Compare to previous post without city near Uranium.)

Also, I managed to pull up an old save file (Edit: Vanilla) and unfortunately it's not a bug it's a stupid nerf to something that is already underwhelming. Notice the National park in the Desert to the Southeast with 0 Appeal and all the others completely ruined:

What about east of Yakutsk? From the 1st screenie? Looks like high appeal with no city nearby.

Outside of territory seems to work like normal.

I think this is just a bug to be honest.
