Changing order of city build menu

When a city finishes building something, it brings up a menu for you to pick its next job. The menu is in the order

1)Examine city
2)Recommended builds
3)Units
4)Buildings

I'm primarily a peaceful builder, so I build buildings a heck of a lot more than I build units. I'm getting tired of paging down the menu to get to the buildings. Does anyone know how to change the order of that menu? For now I'd probably just want to switch #3 & #4.

theres little buttons to the right of the list that will jump the list to that type..units..buildings..wonders
