You can use the editor, but cheating in single player is cheating yourself.

I noticed that there isn't any option for "cheat mode" like in Civ2. Is this integrated into the map editor, or is it now impossible for a casual computer user like me to make scenarios?

Nope, ain't that *****? You can't make scenarios as well.
I guess I understand why most people cheat. Most of them buy the game just to see how the modern units are, and never actually play.

Altering the rules can help a long way.. But in many cases it also helps the computer...

Gimme a break! I thought the cheat mode on Civ II was a lot of fun. Sometimes you just wanna build a bunch of tanks or mech inf. and just roll up on everyone in one turn. It was kind of a stress reliever for me. It doesnt' mean I would cheat every game! Where would the fun be in that? It's just a fun option that should have been included in Civ III imho.

But every time I see a cheat code it reminds me of my bro and my neighbour. You know those people unable to finish any game? Dang.
They play every game on easy mode or using cheats. It includes sports, shooting, racing, rpgs... And no, they aren't 5 years old.
Wanna cheat? Use the editor and make your UU have 99 att, def and mov, elite, walk on water, bombard skill, requiring no tech or resources... costing 1 shield, naturally.
