Seems highly implausible given that the USSR didn't even tell the European governments there'd been an accident until the radiation was noticed in Scandinavia (which from basic direction would have been sometime after this).

I don't know, washing the radiated dust out out high concentration isn't necessarily going to save more lives that letting it get washed out after it's 'dilluted'. Was Belarus properly compensated for this? Somehow I doubt it. Is anyone here from Belarus and can tell us whether this news is surprising or upsetting anyone there?
