Brain development doesn't mean a damn thing on its own when the end results are what matter. "Good judgement" is entirely a matter of opinion.
 
I was allowed to have my very own extremely sharp Boy Scout knife at the age of 8, which I took to school on a regular basis without giving it a second thought. I got my first BB gun a year later.

When I was 11, I caused a minor controversy on St Pete Beach when some neighbors called the police because I was walking home from the police range with my .22 rifle. I then proceeded to get onto a city bus to get the rest of the way home. The driver didn't say a word about it.

You aren't grasping my point: it's a matter of psychology, not simply apocryphal accountings from "tradition." The underdeveloped prefrontal cortex means that they have poor judgement. It means that their executive function is underperforming, because it is still developing. It's why adolescents are (correctly) stereotyped as having fewer inhibitions, being more likely to take risks, as sometimes "disregarding" their own mortality. It's not that they think they're immortal, it's that their capacity for decision making is weaker, and the inhibition that would normally keep a sane person from going 120 mph in a 50 does not exist in an adolescent.
 
Even if you could demonstrate a causal relationship, it would only mean that the individual's judgement gets better with age; it does not mean that every 18-year-old's judgement is going to be better than every 10-year-old's. On top of that, even if there was a lockstep relationship between age and "good judgement", with no variation from one individual to another, that's STILL not grounds for denying a person's rights. Washington supposedly said something about an unjust and unwise jealousy. Perhaps you could Google it.
