Also in light of the imminent happiness issues brought up, and the imminent great engineer what it the opinion of the council regarding constructing the Notre Dame vs the Kremlin with that GE. The Kremlin after the patch will give +25% defense mod and a straight +12 defense in Kyoto (+50 defense mod to buildings now) and would be useful in light of our precarious military situation, the Notre Dame after the patch would give +10 happiness (+5 now) and would be an instant fix to our little issue of lost happiness after the patch.

I mourn for the death of the emminent Sensei Ceskari II at the ripe old age of 86, it is always sad when the young die before the old, unfortunately at the venerable age of 122 this happens more often then not in my case. However I must congratulate Asuryan and the elder Sparthage upon their accession to the Kyoto council, may your years be long and prosperous in the City of Light.

Much has happened since the American declaration of war against Arabia. Almost immediately after news reached us an assassin struck at Daimyo Double Stack. Fortunately the guards apprehended him and the perpetrator, Tokugawa of the Gaiko, was executed. Unfortunately a second assassin was successful and escaped before being caught. We are unsure if the assassin was an American attempting to distract the Empire or if he was hired by one of the other clans in a bid for power. Although it is impossible to know for sure one thing is clear, the perpetrator lacks honour.
With regards to the war we have decided to quietly support Arabia, once the American troops have left our borders we will consider joining the Arabians in the struggle.
A great plague struck Satsuma, almost half of the Satsuma sensei who attended the last council will not be present at the next. If only the Shihai and Gaiko had read the Kagaku paper on hygeine.
In happier news the encyclopedist, filli_noctus, has resurfaced in Kagoshima. According to reports he will not tell anyone where he has been but looks youthful and reinvigorated. He has apparently taken lodgings in the city but has made no move to have his belongings transferred from his family manse in Osaka.
 
Steel next, followed by Gunpowder is a sound tech choice and overdue.

Regarding wonders, Notre Dame would be a great boon, especially in view of the impending upheavals in the structure of our world.

Daimyo Jehoshua, did you fail to mention a journey to the fountain of youth at some point? You are now twice as old as the second-oldest living Japanese, who also is well beyond his youth.

Actually it won't be a panacea for unhappiness, I slightly miscalculated. There is also a +1 unhappiness from cities so unless something changes we'll be down to 14 unhappiness.
 
Steel then gunpowder must be our technology focus at present.

I also propose we adopt Philanthropy as our next policy to aid in city state influence. Our competitor nations will never be true allies, not even the unkempt Mongul. City states will stand by our side and greatly benefit our nation with new luxury resources.

We should use our GE on Notre Dame but I strongly believe this should be built in another city; Satsuma or Kagoshima perhaps.

About what the GE should build, whatever it is we choose, it should be built in another city of Japan, not Kyoto. If it is the Kremlin it should be built in a border city like Osaka to increase their defenses. However, if Filli Noctus is correct, it seems the Notre Dame might be a higher necessity for these unstable times.

My condolences to the many families of Satsuma who had a loss recently.
 
I would currently urge the construction of Notre Dame I would like to point out to the eminent sensei that a great engineers ability is limited by the ability of the city he is working in. If the citizens of Kyoto decide to pass him on to another city I would recommend it be Osaka as the highest production city after Kyoto, although precisely what is done with him is (quite properly) entirely up to the citizens of Kyoto.
 
I don't think Yahzuk is using the latest patch since the library in Osaka has a science specialist active. The latest patch removes that slot for the library.

The solution is clear: build that caravel, find a double luxury city state, ally. Or get meritocracy (+2 happines now, +4 after patch), GE and Notre Dame in some city.


@Tokyo daimyo Treon (related to Chieron from Kagoshima): will you please consider moving the citizen from farm to mine? We would get that pikeman 10 turns faster.

Regarding the Osaka votes:
If we (actually Kyoto, that is) decide to use the great engineer on a wonder, we should try not to add the same wonder to a queue in another city. Just saying, as only one city at at time can build a wonder.

Yes, you are right. One citizen should be moved to a mine. (I did not read your post, as you wrote it simultaneously)


Tokyo order:
Move the citizen from the grassland farm to a mined hill, stagnating the city.



As for taking social policies before patch: only take happiness policies, if they indeed get updated by the patch. It seems that this is not the case, if the Oni indeed lists the correct bonuses from policies in his overviews (for example, in the overview, both Liberty and Collective Rule give +50% settler training speed in capital, however that is Liberty from the previous patch and current Collective Rule - Liberty now should give +1culture/city, which it does not (e.g Kagoshima gets 2 culture total, which is just the monument)
Short version: only adopt Meritocracy, if we will get the new version after patch. don't adopt it if we are stuck with the old one. (Same for Organized Religion, inverse for Theocracy).
