How much gold should be allocated to military upgrades?

This poll is to decide if the citizenry wants to expend the sum needed to upgrade our dated military. This is only an approval poll for money to be used, the MSAV will decide whether they want to upgrade units or not.
Now on to the options:

Spend up to 4000 - As specified by MSAV figures in their poll

Spend up to 3200 - Cover's MSAV's musket to infantry and samurai to cavalry upgrades

Spend up to 2000 - Nice round number whilst upgrading a large portion of our military

Spend up to 1100 - This is listed in the CIA discussion, only upgrades muskets and samurai that currently can be upgrade

Don't spend anything - The pen is mightier than the sword!

Abstain - Abstain
 
3200g will get us the essentials and then some. We are pretty solvent at the moment so now is the time.
 
After Hospitals, Factories and maybe Police Stations are built, there is nothing for our cities to produce until the Modern Age. Upgrade some of the troops now, and replace the rest later.

Spend the majority of our money on our cities, on our people. Build up the infrastructure, build factories and hospitals and other improvements. Speed the growth of our cities, both core and distant.

Spend a little on defense, but only what we need for defense. The MSAV has not bothered to research that, they only present the information for the one situation they support.

We have lots, and we will have even more. Theres is no need to have an inferior military simply to rush a couple of city builds. rushing a cathedral is some 800 Gold, for example.
Do we need it? Happiness is extreme as we got all goodies we need. We even got a Courthouse in Immo. Denying the military the needed upgrade after have run a tight budget and fought against superior troops. THAT is petty. 4000 Gold is a small small price for what freedom of policy you get.
 
MSAV would like to point out that the 1100 option only gives us riflemen, not infantry.
This is all veteran upgrades, but will surely not be a good reform, especially taking into account unit quality not to mention double work for DP.

I voted for two grand, but I want to see our infantry bumped to Infantry, not riflemen. :) So whatever it takes to get us there. I don't think we need to concentrate on Cavalry, but I have'nt looked at the ranks lately. Let's make sure our defense is adequate.
 
What about those who feel that only defensive units and artillery should be upgraded? Do we not count?

Yes you count (still). This poll is only for limiting how much to spend. Which units that are going to be upgraded to what is entirely up to the MSAV.

Shouldn't it be up to you (Domestic/ Internal Affairs/ the Home and Budget person)?

I would just like the make one arguement.

If we are going for a Diplomatic or Histograph victory, why do we need cavalry? They are only good for aggressive wars. Infantry have as much attack and 7 more defense. With railroads, we will be able to defend ourselves anyway. If we NEED to invade some cities, then an infantry/ artillery combination can invade. I wouldn't call the 1 movement of infantry lacking, either (I know you haven't directly said it but that's the only real use of cavalry). The movement of 1 fits well with the artillery, actually.

My jurisdiction stops at the distribution of funds and the MSAV's at military strategy and troop activites. Although the Consitution is vague about this I would consider that the process of what to upgrade is up to the MSAV, but they would still have to ask the CIA for the funds to upgrade.

As for the cavalry thing, cavalry can be used defensively as counterattack troops and to "raid" weakened enemies.

Good thing it's not closing right now. I would cast the tiebreaker though.
 
As I want to upgrade the Muskets and the Arty, I voted 3200 gold (slightly more than is actually required) to allow this:

36 Muskets to Infantry = 2160 gold
11 Cannon to Arty = 880 gold
Total = 3040 gold

we have 5621 gold in our coffers currently
at 0% science for 2 turns due to ToE we will gain 1255 gpt = 2510
These 2 turns of 0% research will pay for most of the upgrades, leaving 5091 gold left after the upgrades for Infrastructure

Again, please direct what you want to actually be upgraded to MSAV guy Provo, he will do the actualy upgrading (until the Judiciary clears who's authority it is to upgrade).

I have done so, just explaining why I chose what I did money wise
