cities (citizens) being able to pack it up and emmigrate

Something that crossed my mind a few days ago. What if you could just flat out move population from city to city. This is KIND OF implemented if cities are close enough to share workable tiles but that's not what I mean. Make it work manually or automatically, a kind of negative health consequence thing, people move on to greener pastures. Same if there's an unemployment/overpopulation issue. Finally, be able to clear out cities to make room for Earthling settlements :]
 
Something like this should even be in civ 5, heck if trade routes in both Civ 5 and Beyond Earth took a portion of the surplus food from the initial city and then moved that value over to the new city that would make for some good balance in my mind. The could be said for construction too.
 
In past games you could have a settler rejoin a city. That was back when building a settler reduced the population of a city.
