Cities on other continent not getting colonial maintainance?

In my most recent game, I am the Romans on a terra map. Upon finding the new world, since I am broke as it is, I sent all of my settlers to the other continent. Once 3 cities were founded, I liberated them and Byzantines were formed. I sent my spare troops up the continent and started taking out some barbarian cities. Upon capturing the first one, it went into resistance, 3 turns later it was out. I was about to free it to Justinian when I realized I wasn't getting any colonial maintainance penalties for it...


Is this normal?

Colonial maintenance kicks in only after a certain number of cities on the continent.

Colonial maintenance kicks in only after a certain number of cities on the continent.

The 'certain number' is 1; 2 or more cities on a different continent to your capital, and you get a colony maintenance cost there, which increases with number of cities there.

Ahh so as long as I only keep 1 city at a time and then gift them to him, I won't have problems. Thanks!
