cities that aren't doing anything

i played one game last night and noticed that i had 2 cities that simply were not producing anything. nothing was selected and therefore they were not doing a thing. i continued a couple of turns to see if the game would notice that the cities were not doing anything and prompt me..but it never did.

if i recall correctly, those cities had built a wonder before and maybe i had ESC'd out of some windows before selecting the new thing..but i wasnt able to reproduce it yet.
