Instead, the damage output is roughly the same as it would be if the target were on land.

You're talking about military units, not workers, right? And which units? Weaker (early) units might take about the same damage, I think, since the embarked strength is fixed, right?

Actually, now that you've mentioned it, I have noticed reduced damage on occasion toward embarked military AND worker units.

But then, if they're still embarked and survived into the next turn, the damage caused by the city ion the embarked unit is normal.
