City Attacks should have very high penalties against Siege Units

Three Ideas:

1. Siege Units are too costly and too easy to go down. The AI in particular is incapable of using them effectively and you can usually kill their catapults in two turns with City Walls alone. Making Siege Units very sturdy against all kinds of ranged attacks, especially City Attacks, would make the AI more competent when laying sieges.

2. Battering Rams and Siege Towers reduce City attack range by 1 (in addition to their current benefits). Would add extra usefulness to this type of unit.

3. Tie Ranged Strength in a city to level of Walls + City Size. Right now I think it's based on your strongest Ranged Unit.
