City Banner Bug: Randomly not appearing

I'm not sure if this is a bug or something else weird. But it seems the City Banners either shows up, or doesn't show up in the 2-D view. Almost at random.

I've found that it shows up on the closest few zoom levels in Strategic view, but goes away once you're sufficiently zoomed out.
