City Border Growth

Maybe this is really just a bug, but how does the game really decide how to grow borders? The information on the internet seems to be inaccurate, as evidenced by the screenshot.

I need those gems...and this is something that seems to happen every game.

Probably more of a suggestion, but you really should be able to micro manage which tiles you want to acquire next.

I have also always thought the ability to buy tiles (in both games) ruins the culture border growth mechanic. Using Diplo capital in BERT might make more sense.

Is it that all distance-2 tiles have to be taken before it goes for distance-3? These rules don't say that:
