City "can attack a nearby enemy" notification every turn when there are no enemies around.

Every turn I have a notification that the city of Nara can "attack a nearby enemy" when no enemies are nearby. There is a barbarian camp a bit south of the city, and they have been known to pass through my territory which generates another notification that I can attack, which makes me think this is an old notification that is just stuck on my screen.

It's not a game breaking thing, just annoying to see every turn.

I reloaded that save file, and now the notification is gone. Attached the save from when I started playing today.

That city is in a weird spot between all the mountains, so maybe investigate that? Probably an issue with the barbarians. Can't say exactly all the moves I made, but I think it was less than 15 turns.
