City conquest as VP - exploitable?

I just started playing Messopotamia as Egypt and I find a problem.

Each city conquest gets VP = 100 * City Population. However, losing a city doesn't seem to decrease the VP. This seems exploitable. When you find a week CIV, simply capture its city, do not defend to let the AI get it back, and re-capture, so on so forth and you'll get a lot of VP.

I haven't tried this, but I think it's true.

The solution is when you conquer a city, you get 50 * polulation, and the loser gets its VP decreased by the same amount.

Yes it's true. It's much worse in other scenarios though. For fun, I got 10.000 pts in one turn by giving my cities away and recapturing them in Napoleonic Wars. I could get 2-3 times more if I did it on larger scale. Not sure, I guess this may be a problem in MP?
 
It can be exploited (altough I wouldn't know if it can be done in MP). But in SP, you are only ruining your own fun, so I guess it won't be much of a problem.
