City isn't growing

Ok, at this point I'm truly stumped. I've searched the forums under a variety of terms and haven't found any answer. At the moment I'm playing stock BTS, as the Greeks, the game year is 1804, and I can't get my captial, Athens, with a current population of 7, to grow any more. :confused:

At this point, these are the facts:
-I am producing 25 food and consuming 14.
-I have stocked 51 out of a total of 51 food, and its been that way for at least a dozen turns.
-I am currently producing "Research" and have been for at least a dozen turns. I've switched it to other productions but that seems to have no effect.
-The city has 16 "Healthy" points vs. 10 "unhealthy" points.
-I have no unhappiness there (Globe Theater)
-I have a total of 15 cities, of which only 2 others have less than the 7 population Athens has.
-Not currently at war.
-No recent famine, plague, pestilence, political upheaval or paris hilton sightings.

And still Athens has been sitting at 7 population for at least a few dozen turns, with the granary full and saying it will grow in a turn and then not doing so. The only thing I could think of would be 6 of the city spaces are flood plains, however I don't see any mention anywhere of that being a problem. Anyone have any ideas, suggestions?
 
two solutions:
- you are building a settler or a worker; not the case here
- you selected the button "avoid growth" in the governor console

I suppose this is second solution, and the exact reason why I don't use it anymore ;)

That was it. :) I had turned on "Avoid Growth" earlier on in the game to keep the population from going into "unhealthy" levels. I didn't realize that it would completely halt city growth, even though I was making tons of food.

No pb; I got exactly the same problem a long time ago, thinking that "avoid growth" would just shift the citiwzens and specialists so that growth is avoided. Well, it's much more than that, and easily forgetable, main reason why I don't use it anymore ;)
