City names out of sequence

I'm occasionally getting city names coming up out of sequence after I save a scenario. For example, playing the English, London is NOT the first city name to come up when establishing the first city.

Is there anyway to set the city.txt read?
 
The scenario remembers how many cityies that civ has built before the scenario starts.
Say you play a scenario where the english starts with 5 cities (which they have built themselves), that would mean that the first city to be founded in the scenario would go by the 6th name in the cities.txt list for the english...
 
The scenario is brand new; no cities have been built. I'm expecting the scenario to start at the top of the list of city names for the particular civilization - not in the middle.

Given that - how can the list be reset? I have no clue as to why a scenario would start using city names from the middle of the list and want to change that action.
 
I dunno if this may help or not, but say you start a game of Civ2 and you build a couple cities (assume Celts and you built Cardiff & Kells), but dont like the way things are going and restart. well, if you play the same civ without closing the game out first, the game will not use the old cities name, it will continue with the cycle and use Carmarthen as your initial city - it will do this UNLESS you close the game window entirely and start again.

Maybe in your scenario building you did a few restarts and lost those early city names?

What Magnus says is correct, but somewhat ambiguous. To clarify; you have to shut down the CIV II executable entirely, then restart.
 
It's pretty easy. If there are already 5 British cities, you just go to the txt and add 5 names above London. It's as simple as that.
