City needs horses - but there are plenty of horses?

5.03 Alpha (yeah I know beta is out now but I'm almost done with this game)

Got a popup that one of my cities needs horses, assume bc said city has agribusiness. But look at my resources, I have plenty of horses available? AND if I just want to get rid of agribusiness... there is no sell option in city menu?

Please make a bug report on github.

"Horses" is the in-game name of the resource, it's what we have to use. The only way to fix the grammar would be something like "... is using more Horses than you have (Deficit: 1)."
