However, I have always believed that a city in Civ2 (and any other version of Civ) is some kind of abstraction, showing the population not of a specific city (mentioned in the name), but rather of the region. The region may vary depending on the selected map scale.
Conventionally, if on the map the city of Athens covers the territory of Attica with its area (or for example, on the map of France Paris covers only the Ile-de-France with its area), then the population of this city Civ should show exactly the population of this region (Attica, or Ile-de-France), and not just the population of the city within the city walls. If the map scale is chosen smaller and the city of Athens covers the entire (or partially) territory of Greece (and, accordingly, if Paris covers half of France with its area), then the Civ city should demonstrate the entire population of these regions.
Without indicating the population of agglomerations and regions (for me personally), this information, which is certainly interesting in a historical sense, does not make much sense for playing Civ.
