Look at the city screens. I think that you will find there is no food available for growth for one of two reasons.
1. You are not producing enough food. Solution: Work more food resources or farms.
2. You have hit the happiness limit. There are so many unhappy citizens that some of them are not working but still consuming food. Solution: acquire more happiness resources by developing them or by trading for them OR build happiness generating buildings.
Or as Sian says, you inadvertently turned on the avoid growth button.
Or you're playing Civ 3 and posted in the wrong forum. (Edit: yep, just noticed the thread in the Civ 3 forum.) In which case you need to build an aqueduct.
