City question

Okay, so I'm making a WWI fantasy scenario, with 4 great armies(3 human) 1 Demon, so my question:


the Human armies start with 20 cities each and eternal war with each other(locked wars) no settler's, Demons start with 5, but I want them centered around destruction, so, is there anyway I can make the cities on the Human continent very difficult for demons to hold? to where they should burn them to the ground?

Make them xenophopic (government section in the editor), this will make them kill the indigenious population when they conquer a city.

Pretty sure the xenophobic flag means that cities don't generate culture unless >50% of the population are from your civ. But it's still a good flag to give their government.

IIRC, forced resettlement might kill more citizens when you take a city?

I'll use both of these as I make the government require a special tech only the Demons can have, also, how do I lock the Demons into said government but allow them to keep researching other tech? and what do you think I should name the Demon's government?
