It's always irritated me in all the versions of Civ. The work-around used to be (in very old versions of Civ) to starve the city and then produce Settlers (which disbanded the city into a Settlers unit). They should just let us capture a city, VIEW it, and THEN decide to install a governor or raze it. Not only do I want to check for Wonders, but I'd like to see what city buildings would be left in tact if I install governor. If I think my economy can handle one more city but I defeat 2 cities, I'd like to consider many things, including how many buildings I'd get from each one. CApturing a city with a Courthouse, market, bank, granary, and Academy, for example, is very different from capturing once and finding it only has a courthouse or nothing at all!
